South Korea Makes First Arrests Under New Law for Solana Memecoin CatFi Rugpull

South Korea's First Rugpull Prosecution Involving Solana

South Korean prosecutors have charged several individuals behind the Solana-based memecoin project CatFi. This marks the first application of the country's new Virtual Asset User Protection Act to a rugpull case, signalling a significant regulatory milestone for the crypto industry.

Details of the CatFi Case

Authorities allege that the suspects launched CatFi on the Solana memecoin launchpad Pump.fun in early 2025. Shortly after investors contributed substantial capital, the project was abandoned—a classic rugpull scenario. The suspects reportedly promoted CatFi using fake social media channels and influencers, artificially inflating the project's credibility and follower numbers.

Investigators found that the token's value increased 1,001-fold within 26 hours, attracting around 6,000 investors. Of these, 256 reported losses totalling approximately 900 million Korean won (about $600,000). The suspects allegedly profited by over 400 million won.

Regulatory and Legal Implications

This case is notable as the first legal prosecution of a crypto crime executed through a decentralised exchange (DEX) in South Korea, an area previously lacking regulatory oversight. The investigation involved collaboration between the Financial Services Commission and the Virtual Asset Crime Joint Investigation Unit, leading to the arrest of five suspects.

Why This Matters for the UK and Solana Ecosystem

The CatFi case demonstrates increasing global regulatory scrutiny of crypto projects, particularly those built on platforms like Solana. UK investors and builders should note the growing trend of legal enforcement against fraudulent activities in decentralised finance. As the UK considers its own crypto regulations, developments like this may influence future policy and best practices for protecting users in the Solana ecosystem.
